The problem
Ghana Water Limited is a state-owned utility serving urban water supply across all regions of Ghana — from Accra and Kumasi to the Upper East and Upper West. As a national institution, their digital presence needed to reflect the scale and seriousness of their operations while remaining accessible to the public they serve.
The brief required building a site that could handle a complex organisational structure — 15 regional offices, multiple departments, customer service resources, procurement notices, and an active news feed — while remaining navigable for ordinary citizens looking for basic information.
